HAWTHORNE, Los Angeles County — October 23, 2026. Hawthorne residents considering a backyard home can review three city preapproved ADU plans, including a one-bedroom model and two three-bedroom options. The City of Hawthorne’s official Pre-Approved ADU Plans program makes building drawings, structural calculations and energy reports available. However, the city’s guide explicitly cautions that preapproval does not replace a building permit.
What are the choices?
Hawthorne’s municipal plan library lists Plan 1: one bedroom and one bathroom; Plan 2: three bedrooms and one bathroom; and Plan 3: three bedrooms and two bathrooms. Each is described as a detached, single-story ADU. The number of bedrooms matters for both household needs and likely project costs, but it does not confirm that a particular lot meets setbacks, access or utilities requirements.
Are the plans ready to build as-is?
No. Hawthorne tells residents they need a site plan prepared for their property along with the selected set of drawings. They must apply through the city’s Citizen Self Service portal. Depending on the lot and scope of work, separate reviews or permits can address grading and drainage, utilities and fire sprinklers. A builder quoting only the standard unit price may exclude all these costs.
Does preapproval save time?
Under California Assembly Bill 1332, cities offer preapproved plans to simplify part of the planning and review process. Hawthorne expects its standardized designs to help reduce preconstruction design expense. But the city does not promise a universal total project price or a fixed approval date. Application completeness, site constraints and agency reviews remain decisive.
How to avoid spending money in the wrong order
Check the city’s Pre-Approved ADU Permit Guide and Checklist, prepare a parcel-specific survey or plot plan, confirm zoning and utility conditions, and request a written estimate of all permit and construction fees. Verify which code cycle the selected drawings meet. If a contractor proposes to change the structural design, ask whether the city must approve a revised plan and whether its preapproved status is lost.
What about neighborhood safety?
Hawthorne is a dense urban city near major transportation corridors. Fire access, utility upgrades, construction staging and stormwater drainage can create costs not visible in a floor-plan brochure. Property owners should check any easements or municipal restrictions before signing installation contracts, and verify contractor licensing and insurance through the proper state and local agencies.
